SupAlies <br />No significant changes. <br />Other Services and Charges <br />No significant changes. <br />Capital Expense <br />No significant changes. <br />The 1991 Budget represents an effort to provide a framework to <br />enable the City to meet its needs now and in the future. <br />The 1990 Budget's Letter of Transmittal indicated the budget was <br />fiscally responsible, reflecting the uncertainty regarding State <br />fiscal policies. The concern over State fiscal policies turned <br />out to be valid when the City's Local Government Aid was cut by <br />$101,764 for 1990, without a corresponding increase in the levy <br />limit to offset the loss in revenue. This reduction was also <br />extended to 1991.
