The policies are deeigned to encourage a long-term perspective to avoid pureuing ehort-term benefits at the expenae of future problema. The policies will enable a atable level of eervices, expenditures, and tax levies. The City will pay fos all current expenditu=es with current revenues. The City will avoid budgetary procedures that balance current expendituree at the expenae of ineeting future years' expenaes. Specifically, accruing future year's revenues shall be prohibited. Specific practicea to be avoided include postponing expenditures, rolling over ahort- term debt, and uaiag reserves to balance the operating budget. The budget will provide for adequate maintenance of capital plant and equipment, and for their orderly replacement. A proportionate share of the Administrative and General Government costs incurred by the general operating fund of the City shall be borne by all funds as is practicable. Such administrative chargee shall be predetermined and budgeted aruivally. , New programs or proposals shall be reviewed in detail by City staff, and both a policy and fiecal analyeis shall be pre- pared prior to budgetary inclusion, and provided to the City Council for ite review. . A request for a program or service expanaion or zeduction must be supported by an analysie of public policy implica tions of the change. A requeat for new personnel must be aupported by an analy- aie demonstrating the need for the position based on work- load measurea, comparative etaffing levels, and department priorities.
