<br />The annual financial report for the City of Roseville for the year ended
<br />December 31, 1978 is submitted herewith.
<br />Accounting System and Reports
<br />' The organization form and contents of =his report were prepared in accordance
<br />with generally accepted accounting principles prescribed by the National
<br />��. Council on Governmental Accounting, the American Institute of Certified
<br />: Public Accountants and the State Auditor's Office, State of Minnesota.
<br />The City's accounting records are maintained on the accrual or modified
<br />, accrual basis, as appropriate. A budgetary system of accounts is maintained
<br />'� for the required funds and control is maintained by the use of a purchase
<br />order system and the continuing revie�; oi actual expenditures compared to
<br />�'��.. budgeted amounts. The existence of a�articular line item in the approved
<br />�� budget does not mean that funds will bz ezpended.
<br />The following is a brief explanation o` the purpose of each type of fund
<br />used in managing the accounting for cit�� operations.
<br />General Fund
<br />The General Fund �aas established to account for the revenues and expenditures
<br />necessary to provide basis governmental services to the City such as general
<br />government, pablic safety and public i:or'.<s.
