a <br />The State Grant Recreation Fund accounts for monies to be used for the <br />acquisition of land and the development of parks. <br />Special Assessment Fund <br />''� The Special Assessment Fund is used to finance and account for the construction <br />and financing of certain public improvements such as street improvements, <br />' sidewalk improvements, storm sewers, and water and sewer lines which may be paid <br />. wholly or in part from the special assessments levied against benefited property. <br />The fact that the special improvements are paid for completely or in part by <br />,, property owners in a limited geographical area who specifically benefit <br />'��,, distinguishes them from improvements which benefit the entire community, and <br />'' which were paid for out of general revenue or through the issuance of general <br />obligation bonds. <br />T_he fund balance deficit of $4,214,895 exist because of the application of <br />generally accepted accounting principles to the financial reporting of deferred <br />special assessment revenues of $3,131,635 and deferred tax levies of $11,846,100 <br />for this fund. (See Note 3 to the financial statements). <br />Enterprise Funds <br />Enterprise Funds account for the financing of services to the generai public <br />in which all or most of the costs involved are paid in the form of charges by <br />the user of such service. Except for ownership, these funds closely resemble <br />a privately-owned business. <br />The Liquor Fund accounts for the operation of the off-sale liquor store.
