General Lone-Term Debt Account Gro <br />General long-term debt is used to account for general obligation bonds, accrued <br />vacation pay and compensatory time off for governmental fund types, and other forms <br />of long-term debt supported by general revenues, and are obligations of the City as <br />a whole and not its individual funds. <br />Independent Audit <br />State law provides that the City may arrange for examination of its books by a <br />Certified Public Accountant or the State Auditor. It has been a long-standing <br />practice of the City to provide for an annual audit of City records by a Certified <br />Public Accountant. The accountant's opinion has been included in this report. <br />Certificate of Conformance <br />"The Municipal Finance Officers Association of the United States and Canada <br />(MFOA)" awarded a Certificate of Conformance in Financial Reporting to the City <br />of Roseville, Minnesota, for its comprehensive annual financial renort for the <br />fiscal year ended December 31, 1982. <br />In order to be awarded a Certificate of Conformance, a governmental unit must <br />publish an easily readable and efficiently organized comprehensive annual <br />financial report, which contents conform to program standards. Such reports must <br />satisfy both generally accepted accounting principles and applicable legai <br />requirements. A Certificate of Conformance is valid for a period of one year only, <br />We believe our current report continues to conform to Certificate of Conformance <br />Program requirements, and we are submitting it to MFOA to determine its eligibility <br />for another certificate." <br />Acknowledgments <br />The preparation of this report on a timely basis could not be accomplished without <br />the efficient and dedicated services of the entire staff of the Finance Department <br />We should like to express our appreciation to all members of the department who <br />assisted and contributed to its preparation.
