Rates for 1984, 1985 and 1986 were increased for a11 types of users <br />to cover increased cost from the Metropolitan Waste Control Commission (MWCC). <br />Approximately 78% of the sewer operating expenses, including depreciation on the <br />distribution system, are for sewage service provided by the MWCC. Consequently, <br />the sewer rates are in a large part determined by the MWCC. The City purchased all of the water it uses <br />from the City of St. Paul. The City reviews its financial position and the rate <br />structure annually. Excess fund balances are used to finance current operations. <br />The City increased rates by 9.09 in 1984, 4.7% in 1985, and 6.4� in 1986. <br />Approximately 73% of the water operating expense, including depreciation of the <br />distribution system, is for water provided by the City of St. Paul. <br />Consequently, the water rates are in a large part determined by the City of St. <br />Paul charges.
