TRUST AND AGENCY FUNDS <br />Trust and Agency Funds account for assets held in trust or as <br />an agent by the City for others. Agency funds are purely <br />custodial and do not measure the results of operations. The <br />Northwest Youth Service Bureau and the Grass Lake Water <br />Management Organization are separate nonprofit entities. <br />
