To continue to implement the economic redevelopment of areas <br />in the City which contain obsolete and low value truck <br />terminals. <br />2 <br />3. <br />To work toward more housing in the community. <br />To begin planning for park development in the Langton Lake area <br />4. To begin to plan and prepare for a potential community <br />center. <br />The City has begun to see some of the results of the above goals. <br />1. A major bridge costing over $6.4 million, was completed over <br />the Interstate 35W in the fall providing full access into the <br />redevelopment area. <br />A major retail mall opened in 1987 which added over $10 million <br />of new value to the community. <br />2. A major housing development for senior citizens was completed <br />in 1987 with at least one additional housing project to be <br />completed in 1988. Several new housing proposals were placed <br />into the planning stages. <br />3. A major plan for a new park area around Langton Lake was <br />completed. It is anticipated that that project will be completed <br />over a number of years as financing becomes available. <br />4. Because of the realignment of the area schools, the City did <br />begin planning for construction of a community center to provide <br />recreation and cultural space for the Community. <br />Future Projects <br />The City would expect to see a large number of housing units <br />added to the community in the next several years, a continuing <br />development of the industrial areas surrounding the major highway <br />corridors and a continuing emphasis on quality of life in the <br />community. Quality of life projects will include waste recyling, <br />parks development, public streets and other infrastructure <br />improvements and replacement. <br />Police Department Service Efforts <br />A comprehensive cost-benefit analysis of law enforcement <br />operations was completed in 1987. The analysis compared the <br />Police Department operations in the City of Roseville with other <br />metropolitan communities of similar size. The result of the <br />analysis, done jointly by the Finance Department, Management, and <br />Police Department staff, did indicate a high degree of efficiency <br />and effectiveness. The analysis identified those factors that <br />can have a significant effect on law enforcement costs. <br />3 <br />
