Agency funds are purely custodial <br />and do not measure the results of operations. The Deferred <br />Compensation Fund accounts for those assets being held by the <br />City in trust for employees. The Northwest Youth Service Bureau <br />and the Grass Lake Water Management Organization are separate <br />nonprofit entities. <br />
