The baLance of 8872,874, due from the Commission is shown <br />as a tong-term re[eivabLe. <br />Note 8 Sp ' t fteven (Comm itv �ev L p ent Bto<k Grant and LocaL DeveLopmenT CorooraTion) <br />I� 1987, the City entered into an agreement with Ramsey County for the purposes of removing blighted <br />structures, improving air quality and increasing employment opportunities for tow to moderate income <br />persons in redeveLopment areas of the City. <br />The County, through the U. S. Government Community Devetopment Program, provided a Community Devetopment <br />BLock Grant in the current amou�t of 8225,000. The agreement be[ween the County and City provides for the <br />grant as a toan retained 6y the City. The City may use the proceeds of the Block Grants as revotving Loan <br />funds tor specitic projects which meet both Lounty and Federal guideLines. <br />For operationat purposes, the City does carry 5200,00� of the bLock grant Loan in the Community Development <br />Fund and 825,000 in the Locat DeveLopment Corporation Fund. Ii is anticipated that additionaL funds witL be <br />received from the hLock grant program in 1989 and ensuing years. <br />The agreement does calt for toan forgiveness to the City atter the grants have been repaid 6y the borrowers to <br />the City. These funds are included in the special revenue fund types because the ultimate conditions best meet <br />Speciat Revenue definitions. <br />36 <br />
