Except <br />for ownership, these funds closely resemble a privately-owned <br />business. <br />The Sanitary Sewer Fund accounts for the operation of the sewer <br />system with 9,233 customers currently beinq billed. The City <br />reviews its financial position and the rate structure annually. <br />Excess fund balances are used to finance current operations. <br />Rates have increased for all types of users nearly every year <br />since 1984 to cover increased cost from the Metropolitan Waste <br />Control Commission (MWCC). Approximately 69.3$ of the sewer <br />operating expenses, including depreciation on the distribution <br />system, are for sewage service provided by the MWCC. The City purchased <br />a11 of the water it uses from the Citp of St. Paul. The City <br />reviews its financial position and the rate structure annually. <br />Excess fund balances are used to finance current operations. The <br />City increased rates by 4.7� in 1985, 6.4� in 1986, 5g in 1987, <br />5,88% in 1988 and no increase in 1989. <br />11 <br />
