The offsetting <br />=evenue wae also adjuated so the effect on the general fund wae <br />neutral. <br />The decrease in the Other category wae due to the forestry ac- <br />count being placed in the Parke and Recreation Special Revenue <br />Fund in 1992. The offsetting property tax revenue was also <br />reallocated to again maintain a neutral effect on the general <br />fund balance. <br />Other changes in fund expenditures did not result from any major <br />program increaees, but representa primarily coet of living and <br />inflation increases. Revenues come <br />from general property taxes and chargee for service. This <br />department adminiaters all park and recreation programs, <br />including the golf course and ice arena, and is reaponeible for <br />the maintenance ia all twenty-three City-owned parke. <br />The Economic Development Fund accounts for the revenue and <br />expenditures ueed to promote economic development in the City. <br />The Charitable Gambling Fund accounts for funda collected by the <br />City from licensed charitable organizations to cover the coets of <br />enforcement of City gambling ordinances. <br />The Telecommunicationa Fund accounts for the revenuee of the <br />cable television franchiee fees and the e�enditures for communi- <br />cation equipment including cable programing, mobile equipment, <br />and computers. <br />7 <br />
