The Construetion Reserve wae established in 1992 to aecount for <br />the revenue associated with defeased and called bond issues and <br />expenditures for improvements of a permanent nature. <br />The Tax Increment Project Fund was eatabliehed to account for the <br />revenues and expenditures for the various projects aeaocisted <br />with the creation of the varioua tax increment financing <br />diatricts. <br />Tax Increment Dietricts <br />The City Council took action on October 13, 1982, to form a <br />Municipal Development District and two Tax Increment Financing <br />Dietricta, with an additional Development District and Tax <br />Increment Financing District being formed in 1984. In 1985, the <br />City substantially modified its Tax Increment Plans to create one <br />development dietrict and several tax increment districts. As of <br />December 31, 1992, the City has twelve tax increment districts. <br />The City Council ie reapoasible for adminieteriag the tax <br />increment projecte. <br />Truet and Aaency Funds <br />The Northwest Youth Service Sureau is a eeparate nonprofit <br />organization which was eatablished under a joint powera agreement <br />between the City of Roseville and other governmental units. In <br />accordance with the tesma of the agreement, the City provides <br />accounting services to the Suresu. <br />The Grasa Lake Water Management Organization ia a separate <br />nonprofit organization which was establiahed under a joint powera <br />agreement between the City of Roeeville and the City of <br />Shoreview. In accordance with the terma of the agreement, the <br />City providea accounting eervices to the Organizatioa. <br />! The Deferred Compensation fund is to account for thoae funda <br />' which are held in t=ust by truateee for future retirement <br />benefits for City employeea. <br />The Community Development <br />held in trust asaociated <br />City through Ramsey County. <br />Block Grant Fund accounts for funds <br />with the block grante awarded to the <br />The Local Development Corporation accounts for funde held in <br />truet from block grants and other eourcea for the special housing <br />needs related to low and moderate income people. <br />The Municipal Legielative Commission is a separate non-profit <br />organization which provides legislative support and lobbying <br />efforta for a group of inetro cities which includes Roaeville. <br />Citiea rotate on a periodic baeie in the provision of accounting <br />and fiscal services.
