increased by $141,588, and was $3,359,685 at the end af the year. <br />The fund balance is available to provide working capital for the <br />fund until tax settlements are received in July and December of <br />each year, to provide funds for unknown events which would have <br />an adverse effect on the fund, and to help finance future budg- <br />ets. The chargea for <br />eervices decrease of $136,419 was due primarily to a decrease in <br />the administrative service charges from the non- general fund <br />operations. <br />The increase of $47,087 experienced in licenses and permite was <br />primarily due to an increase in the number of liquor licenses <br />applied for in 1993. <br />Changes in levela of expenditures for major functions of the City <br />over the preceding year are shown in the following tabulations: <br />0 <br />
