The Community Development Block Grant Fund accounts for funds <br />held in trust associated with the block grants awarded to the <br />City through Ramsey County. <br />The Local Development Corporation accounts for funda held in <br />trust from block grants and other sources for the special housing <br />needs related to low and moderate income people. <br />The North Suburban Cable Commiesion is a joint powers agency for <br />which the City provides investment services of their surplus <br />funds. <br />The Roseville Lutheran Cemetery Fund was established in 1993 to <br />account for the revenue and expenditures associated with the <br />Roseville Lutheran Cemetery. The cemetery came into the city's <br />care when the previous owners would no longer take responsibili- <br />ty. The cemetery is in the process of being sold, so it is <br />expected the City's trust and care will be a temporary situation. <br />General Fixed Asset Account Groufl <br />General fixed assets (public domain) consist of roada, bridges, <br />curbs and gutters, streets and sidewalks, lighting systems and <br />equipment necessary to service the general governmental functions <br />of the City. Such assets are not depreciated. <br />General fixed assets are not capitalized in the funds used to <br />acquire or conatruct them. Instead, capital acquisition and <br />conatruction are reflected as expenditures in governmental funds, <br />and the related assets are reported in the general fixed assets <br />account group. All purchased fixed assets are valued at cost <br />where hietorical records are available and at an estimated his- <br />torical cost where no historical records exist. Donated fixed <br />assets are valued at their eatimated fair market value on the <br />date received. <br />General LonQ-Term Debt Account Group <br />General long-term debt is used to account for general obligation <br />bonda, general obligation tax increment bonds, general obligation <br />State aid highway bonds, accrued vacation pay and compensatory <br />time off for governmental fund types, and other forma of long- <br />term debt supported by general revenuea which are obligations of <br />the City as a whole and not its individual funds. <br />Aevenue Liaitatioms <br />Fiscal Dis�arities <br />The State Legislature enacted a Fiscal Disparity Law in 1971, <br />which was not implemented until taxes payable in 1975, due to a <br />constitutional challenge.
