Certified Public Accountants & Consuitants INDEPENDENT AUDITOR'S REPORT ON COMPLIANCE WITH THE GENERAL REOUIREMENTS APPLICABLE TO FEDERAL FINANCIAL ASSISTANCE PROGRAM TRANSACTIONS 7'he Honorable Mayor and Members of the Ciry Council City of Roseville Roseville, Minnesota We have audited the general purpose financial statemenu of the Ciry of Roseville, Minnesota, as of and for the year ended December 3 t, 1993, and have issued our report thereon dated March 25, 1994. We have applied procedures to test the City of Roseville's compliance with the fotlowing requirements, as applicable, to iu federal financial assistance programs, which aze identified in the schedule of federal financial assistance, for the yeaz ended December 31, 1993: political activity, civil righu, cazh management, federal financial reports, allowable costs/cost principles, drug-free workplace and administtative requiremenu. Our procedures were limited to those set forth in the Office of Management and Sudget's "Compliance Supplement for Single Audiu of State and Locat Govemmenu". Our procedures were substantially less in scope than an audit, the objective of which is the expression of an opinion on the City's compliance with the requiremenu listed in the preceding pazagraph. Accordingly, we do not express such an opinion. With respect to the items tested, the resutu of those procedures disclosed no instances of noncompliance wiih the requirements listed in the second paragraph of this report. With respect to items not tested, nothing came to our attention that caused us to believe that the City had not complied, in all material respecu, with those requirements. This report is intended for the information of Management, the City Counci(, state agencies, the Federal Cognizant Audit Agency and other federal agencies.
