The report ia publiehed to provide to the Council, to representativea of financial institutions, and to our citizene detailed information concerning the financial condition of the City. Responsibility for both the accuracy of the preaented data and the completeness and fairness of the presentation, including all diselosuree, rests with the City. Fie believe the data as presented is accurate in all material aspecte, that it ie preaented in a manner designed to fairly eet forth the financial position and results of operations of the City se measured by the financial activity of ita various funds, and that all diacloeurea necessary to enable the reader to gain the maximum understanding of the City's financial activity have been included. The report was prepared by the City's Finance Department, and consiste of four eections: Section 2 is the introductory aection and coataina the table of contenta, letter of tranemittal, and other appropriate material.
