The Economic Increments Construction Fund was established in 1990 to account for the <br />revenues and expenditures of additional increments received in excess of the bonded tax <br />increment debt service. <br />The Construction Reserve was established in 1992 to account for the revenue associated with <br />defeased and called bond issues and expenditures for improvemenu of a permanent nature. <br />The Tas Increment Project Fund was established to account for the revenues and expenditures <br />for the vazious projects associated with the creation of the various tax increment financing <br />districts. <br />Tas Increment Districts <br />The City Council took action on October 13, 1982, to form a Municipal Development District <br />and two Tax Increment Financing Districu, with an additional Development District and Tax <br />Increment Financing Disirict being formed in 1984. In 1985, the City substantially modified its <br />Ta�c Increment Plans to create one development district and several tax increment districts. As <br />of December 31, 1994, the City has tweive tax increment districts. <br />The City Council is responsible for administering the tax increment projects. <br />Agency Funds <br />The Northwest Youth and Family Service Agency is a sepazate nonprofit organization which was <br />established under a joint powers agreement between the City of Roseville and other <br />governmental units. In accordance with the terms of the agreement, the City provides <br />accounting services to the Agency. <br />The Grass Lake Water Management Organization is a separate nonprofit organization which was <br />established under a joint powers agreement between the City of Roseville and the City of Shrive. <br />In accordance with the terms of the agreement, the City provides accounting services to the <br />Organization. <br />The Defeired Compensation fund is to account for those funds which aze held in trust by trustees <br />for future retirement benefits for City employees. <br />The Community Development Block Grant Fund accounts for funds held in trust associated with <br />the block grants awazded to the City through Ramsey County. <br />The Local Development Corporation accounts for funds held in trust from block grants and other <br />sources for the special housing needs related to low and moderate income people. <br />The North Suburban Cable Commission is a joint powers agency for which the City provides <br />investment services of their surplus funds. <br />0 <br />
