During fiscai years 1980 and 1987, the Ciry established a Workers' Compensation Fund and a Risl <br />Management Fund respecuvety (in[emal service furds) ro account for and finance its urunsured risks of loss. Under this progra�u, th� <br />W��kers� Compensation Furd provides coverage up to a maximwn of S270,000 for each claim. The Ciry purchases excess loss coverag� <br />from the Workers' Compensation Reinsurance Association, a nonprotit organirzdon esr�blished by Miiuiesote State Sta[utes. <br />47 <br />
