Increment Financing District being formed in 1984. In 1985, the City substantially modified ' <br />its Ta�c Increment Plans to create one development district and several tax increment districts. ' <br />As of December 31, 1998, the City has fifteen active tax increment districts and one expired ' <br />district (District 8). ' <br />The City Councii is responsible for administering the ta�c increment projects. ', ' <br />� .i� :�-i �� <br />The Grass Lake Water Management Organization is a separate nonprofit organization <br />established under a joint powers agreement between the cities of Roseville and Shoreview. In <br />accordance with the terms of the agreement, the City provides accounGng services to the <br />Organization. <br />The Community Development Block Grant Fund accounts for funds held in trust associated <br />with ihe block grants awarded to the City through Ramsey County. <br />The I.ocal Development Corporation Fund accounts for funds held in trust from block grants <br />and other sources for the special housing needs related to low and moderate income people. <br />The Roseville Lutheran Cemetery Fund was established in 1993 to account for the revenue and <br />expenditures associated wit:� the Roseville Lutneran Cemetery. The cemetery came in[o the <br />city's care when the previous owners would no longer take responsibility. <br />The Assist Grant Fund was established in 1996 to account for a grant awazded ta the St. <br />PaullRamsey County Assist Coalition for a special tobacco control project. The City acts as <br />fiscal agent for the project by investing the grant money received and making disbursements as <br />directed by the Coalition. <br />The Roseville Visitors' As_�ociation Fund was established in 1998 to account for revenues and <br />expenses associated with the newly formed Visitors' Association. The City serves in an <br />agency capacity for the Association which was formed to encourage more tourist and visitor <br />traffic to the City. <br />T'he North Suburban Cabte Commission is a joint powers agency for which the City provides <br />investment services for their surplus funds. <br />-r-r. :.� : - • r � � <br />General fixed assets (pubtic domain) consist of roads, bridges, wrbs and gutters, streets and <br />sidewalks, lighGng systems, and equipment necessary to service the general governmental <br />functions of the City. Such assets aze not depreciated. <br />General fixed assets a:e not capitalized in the funds used to acquire or construct them. <br />Instead, capital acquisition and construction are reflected as expenditures in govemmental <br />
