City Council, <br />and the Citizens of the City of Roseville: <br />Tntroduction <br />The Comprehensive Annual Financiai Report of the City of Roseville, Minnesota, for the fiscal <br />year ended December 31, 1998, is hereby submitted as mandated by state statutes. These statutes <br />require that the City of Roseville issue annually a report on its financiai posi6on and activity, and <br />that this report be audited by an independent firm of certified public accountants or the state <br />auditor. Responsibility for both the accuracy of the data, and the completeness and faimess of the <br />presentatior., including a.11 disclosur�s, rests with the management. To the best of o�r knowiedge <br />and belief, the enclosed data aze accurate in all material respects and are reported in a manner that <br />presents fairly the financial position and results of operations of the various funds, accounts <br />groups, and component units of the City of Roseville. All disclosures necessary to enable the <br />reader to gain an understanding of the City oi Roseville's activities have been included. <br />The report was prepazed by the City's Finance Department, and consists of four sections: <br />Section I is the introductory section whicti is unaudited and includes this letter of transmittat, an <br />organizational chart, and a list of the City of Roseville's principal elected and appointec officials. <br />3ection II is the financial section ar:d inctudes the general purpose financiat statements and the <br />combining and individual fund and account group statements and schedules, as well as the <br />independent auditor's report on these financial statements and schedules. <br />Section III is the statistical section which is unaudited. This section includes selected financial and <br />demographic information, gene:ally presented on a multi-year basis. <br />Section IV contains the auditor reports on compliance, intemal controls and required <br />supplementary information. <br />The financial reporting entity includes all the funds and account groups of the primary government <br />(i.e. the City of Roseville as legally defined), as well as all of its component units. Component <br />cnits aze iegally segarate entifles for which the �rimary government is financially accoun2able. <br />The City provides a full range of services including police and f�re protection; water and sanitation <br />services; the construction and maintenance of highways, streets, and infeastructure; and pazks and <br />recreational activities. <br />
