Regular City Council Meeting <br /> Monday,June 18,2018 <br /> Page 5 <br /> Mayor Roe indicated there has been much input to the Council about this ord- <br /> nance in the form of emails, notes, phone calls, and postcards. One or two tobac- <br /> co retailers in town also submitted comments. <br /> Willmus moved, McGehee seconded, enactment of Ordinance No. 1555 (Attach- <br /> ment A), entitled "An Ordinance Amending Title 3, Chapter 306, Cigarette and <br /> Tobacco Products." <br /> Council Discussion <br /> Councilmember Willmus thanked all the young people for speaking on behalf of <br /> the ordinance tonight. He recalled that he recently had two kids graduate from <br /> Roseville Area Schools, and as such he heard many stories about students e- <br /> vaping. Back in November,he asked the Council to consider taking action on <br /> this. It is one of the things that hits home and is the right thing to do. The fiscal <br /> implications of the tobacco usage are also an issue, as noted by Dr. Claven. The <br /> issue is to prevent younger kids from starting. <br /> Councilmember McGehee echoed Councilmember Willmus' remarks. She has a <br /> daughter who graduated from Roseville Area High School who has never smoked, <br /> but her mother died from cancer of the throat. She has other family members who <br /> smoke, and because of all the second-hand smoke, she has asthma. She smoked <br /> from 12 to 21 and has not smoked since. Raising the bar of the minimum age to <br /> purchase tobacco is very significant. She hopes at some point there will be some <br /> serious effort statewide to do something about vaping and the flavored products. <br /> They are unregulated and contain even more of the addictive substances than the <br /> cigarettes themselves. She was heartened to have so many young people speak <br /> tonight. <br /> Councilmember Etten expressed support for the ordinance. As a teacher,he un- <br /> derstands the problem in the classroom. Though this will not eliminate teen <br /> smoking, this is a great tool to help reduce it. <br /> Councilmember Laliberte stated she also has a son who graduated from a local <br /> high school not long ago, so she saw repeatedly saw pictures of vaping and the <br /> various e-cigarette contraptions. This ordinance reduces the availability of tobac- <br /> co in the schools by making it harder to contact an older friend who can buy the <br /> tobacco. She hopes this ordinance change will save lives. However,while past- <br /> ing this ordinance is great,there is a lot of other work that has to be done. This is <br /> not the final solution to the problem. Three of the neighboring cities have taken <br /> this action,but others have not. These products can also be bought online. She <br /> strongly believes this has to be taken up at the State level. <br /> Mayor Roe expressed support for the motion as well. He likes providing more <br /> separation between the legal age to purchase and the age of people who can take <br />
