Chair O'Brien explained that the Parks department know that many residents in the SE Roseville community around Marion Street do not speak English, so spe- cific outreach was made to the children. The children then were able to interpret for the parents, and it was a great success. Commissioner Warzecha discussed the emerald ash borer situation in the City of Roseville. As of late 2016 the entire City is in the emerald ash borer infestation (EAB) zone, and the City has taken a 3-pronged approach: removal, replacement, treatment. It is estimated that all Ash trees in the City will be removed and re- placed at some point. After removal and replacement, there will be no need for the treatment anymore. There are two funding sources to accomplish these tasks. The City is either using money from grant funds or the City EAB funds. The grant funds were a total of$120,000. The EAB funds were established in 2011 and $106,000 remain. It is forecasted that another $20,000 will be needed for re- moval, $40,000 for replacements and $5,000 for treatment by the end of this year. Staff is currently pursuing grant opportunities for these activities in the amount of $30,000. Councilmember Willmus asked about diversifying tree stock. Chair O'Brien responded the guidelines have been 10% per species, but now are being reduced to 5%per species. Mayor Roe noted this is not just a Roseville issue. He asked whether the State is dealing with this. Parks and Recreation Director Brokke responded it is up to the local communities to handle public tree issues. The State is very involved in education and in help- ing with identification and in granting opportunities as they become available. Mayor Roe commented on the Dutch Elm disease. Parks and Recreation Director Brokke responded he lived through that situation as well, and it was similar. The State will participate as they can, but it is a joint ef- fort among everyone. Councilmember McGehee asked about updating the public tree master plan to in- crease the listing of acceptable species to plant.
