Part of the difficulty is getting the trees that Depart- <br /> ment of Natural Resources supports. <br /> Commissioner Baggenstoss summarized the Council's interest for placing the <br /> OVAL on the legislative docket for bonding. The PRC is happy to help in any <br /> way possible, though the PRC will continue to need guidance from the Council. <br /> To date, the Commission has had some briefings about the history of the OVAL, <br /> how it has been built, and how it has gotten capital improvement over the years. <br /> The Commission has reviewed the Council's legislative priorities. The assess- <br /> ment for the OVAL is ongoing and is being performed by the original engineer. <br /> That will be incorporated into the CIP. The bonding will come up in the 2020 <br /> session, so the language has to be done by early 2019 so it can be submitted for <br /> 2020. <br /> Councilmember McGehee recalled that Guidant previously provided the OVAL <br /> with funding. She asked whether they can be approached again. <br /> Commissioner Baggenstoss noted Guidant no longer exists, so someone else <br /> would have to be approached. It is a possibility to consider. <br /> Mayor Roe noted the original endowment involved a matching situation and pos- <br /> sible restrictions on other naming rights as a condition of that endowment. <br /> Parks and Recreation Director Brokke recalled there is some flexibility. If there is <br /> a corporate sponsor or someone interested, staff is interested in learning more. It <br /> was originally a matching situation. The dollars are with the Friends of the <br /> OVAL Foundation, and they have bylaws and restrictions. <br /> Councilmember McGehee commented that one of the issues is this was a facility <br /> developed in collaboration with the State. It is a regional draw and, on many lev- <br /> els, an international draw. That is something that needs to be kept on the fore- <br /> front when looking to the legislature for dollars. It is not simply a Roseville ven- <br /> ue; it has a much broader reach. <br /> Chair O'Brien indicated that has been part of PRC's discussions already, as it is a <br /> regional facility. <br /> Councilmember Etten concurred with the comments so far. He observed that dur- <br /> ing open skate time at the OVAL, there are letter jackets from 10-15 different <br /> schools. That might be a casual time to encourage people to contact their legisla- <br /> tors in support of bonding for the OVAL. <br /> Mayor Roe noted that State funding was received for the restrooms projects a few <br /> years ago. <br />
