Human Rights, Inclusion and Engagement Commission Minutes <br /> May 16, 2018 —Draft Minutes <br /> Page 4 of 7 <br /> Commissioner Djevi noted that the circulator bus is one issue. The SE Roseville loop <br /> was not included in the route, because the City did not hear from people in that area <br /> about the need for the bus. The HRIEC should have been engaged in an outreach <br /> effort to reach those people. <br /> The Commissioners discussed how to reach community leaders and bring them in to <br /> hear their voice. <br /> Commissioner Peterson mentioned it has been difficult that the Council wants the <br /> HRIEC to be exclusively in an advisory role. <br /> Chair Holub commented there are ways to be both advisory and active, all with <br /> Council's approval. <br /> Commissioner Ryerson stated it would be hard to find a City who is doing <br /> engagement well. <br /> The Commission discussed asking the Council whether the HRIEC can bring in <br /> community leaders to dialogue. <br /> The Commission discussed different meeting dates at length, with an extra HRIEC <br /> meeting in June. <br /> Commissioner Beltmann presented her drafted document about best practices of <br /> community engagement. She used the Tamarack Institute's definition as a starting <br /> point: <br /> • to inform community members about an initiative <br /> • to gather input from the community on a specific topic,proposal, or <br /> initiative <br /> • collaborate with the community to generate solutions <br /> • partner with the community to co-create solutions to community issues <br /> Commissioner Beltmann continued with several best practices methods: <br /> • case studies of successful and unsuccessful community engagement <br /> initiatives <br /> • recommendations to translate important City documents into the prevalent <br /> non-English languages spoken in the community <br /> • developing stronger relationships with key community leaders in different <br /> ethnic and culture communities in the City <br /> • evaluating timing and location of engagement activities to ensure they fit <br /> with when the primary audience to be engaged is available <br /> • utilizing a variety of methods to engage the community, from in-person <br /> events, meetings, online forums, etc. <br />
