Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: July 24, 2018 <br />Item Description: Pathway Master Plan Update <br />Background: <br />Item No: 5 <br />Staff presented the Pathway Master Plan to the City Council on July 9. Overall, the updated plan <br />was well received. The Council had discussion on two areas in the scoring criteria that they had <br />some comments on. <br />The first area was a suggestion for increased scoring around schools. Staff looked into changing <br />the rating but there are minimal pathway segments remaining near schools and changing the <br />ranking would have minimal impact to the scores. <br />The second area Council wanted the PWETC to look at was how the scoring system takes into <br />account existing pathway on one side of a road. There was discussion if segments should get a <br />bonus for not having any pathway currently or possibly deducting points if there was a pathway <br />on one side of the road. Since the scoring system is a project preference list, staff felt the best <br />way to deal with the pathway scoring was to leave the scoring as is but highlight the segments <br />that were high volume (>4,000 ADT) arterial roadways with no off street pathways currently <br />constructed. <br />Staff will make a short presentation on the proposed changes. <br />Recommended Action: <br />Receive presentation and ask questions/provide comments. <br />Attachments: <br />A.
