City of Roseville <br />vehicular transportation system. <br />Pathway Master Plan <br />The City of Roseville also has an adopted Parks and Recreation System Master Plan <br />which was adopted in 2010. That plan discusses the concept of Constellations and <br />Sectors within the Park system. The following excerpt is quoted from that Master Plan <br />document: <br />As an evolution from the 1960 Parks and Recreation Plan, and through the process of <br />developing this Master Plan, we envision an organizational structure that betterserves <br />the parks and recreation needs and desires of a nearly fully developed community. <br />Sectors and constellations organize Roseville into four sectors (formed by Snelling <br />Avenue and Highway 36) and 15 constellations (formed by a combination of factors, <br />primarily significant roads and a % mile walking radius centered in a neighborhood). <br />Sectors and constellations are enhanced by green park -like connections that <br />emphasize pedestrian and biking paths between parks in each constellation, which <br />links to nearby constellations and sectors. While some park components or services <br />are best delivered on a community -wide basis, others are better delivered to smaller <br />segments of the community. With sectors and constellations, each part of Roseville <br />and every neighborhood will be afforded the parks and recreation opportunities it <br />needs, with each park playing a role that balances immediate neighborhood needs <br />with those of the broader community. In this approach, parks within walking distance <br />of a neighborhood are organized to serve a majority of the neighborhood's park and <br />recreation needs. <br />A map showing the identified constellations and sectors is included in Attachment 7 of <br />this Plan. <br />In 2017, the City initiated an update of its comprehensive plan to guide direction of <br />the city in policy implementation and infrastructure efforts through the 2040 planning <br />horizon. The following transportation goals were developed for the 2040 <br />Comprehensive Plan: <br />City of Roseville 2040 Transportation Goals <br />1. Coordinate transportation decisions with othergovernment entities and <br />coordinate planning efforts to ensure connectivity of regional routes. <br />2. Create a sustainable transportation network by encouraging more efficient use of <br />existing roadways and limiting the need forfuture roadway expansion. <br />3. Create a safe and efficient roadway network, able to accommodate the existing <br />and projected demand for automobile capacity and to reduce roadway congestion. <br />4. Promote the use of transit as a reasonable alternative to driving automobiles <br />during both congested and non -congested time periods through land -use and <br />transportation decisions. <br />Page 4 <br />
