219 <br />220 Member Kruse asked if the mall or other business have expressed a desire for a <br />221 connection there. Mr. Culver replied that there have been discussions regarding <br />222 mixed use development at the mall area and those discussions have included ways <br />223 to increase pedestrian access. <br />224 <br />225 Chair Cihacek stated that as development occurs throughout the City opportunities <br />226 for pathways arise. <br />227 <br />228 Mr. Culver agreed and pointed out several projects that illustrated that point. <br />229 <br />230 Mr. Freihammer also pointed out a project where the City was building a small path <br />231 connection as part of a bigger development project. <br />232 <br />233 Member Kruse inquired if the full plan were implemented how would winter <br />234 maintenance be affected. Mr. Culver replied that there are certain areas where <br />235 property owners are responsible for snow removal but stated that as we add more <br />236 and more miles of pathway future discussions will likely involve adding more staff <br />237 to keep up with the current level of service for maintenance, particularly snow <br />238 removal. <br />239 <br />240 7. City Council Joint Meeting Discussion <br />241 <br />242 Mr. Culver explained that the joint meeting will include the commission <br />243 highlighting the previous year, a short discussion about the upcoming year, and a <br />244 time for the council to ask questions and provide feedback. He asked if there were <br />245 any bullet points that should be added to discuss with the council. <br />246 <br />247 Chair Cihacek stated that there have been a few other ordinance changes, in <br />248 addition to the sump pump ordinance change, that should be added. He stated a <br />249 solar recommendation would be brought forward in the future. He also stated that <br />250 the water rate changes should be added. He stated that they should also discuss the <br />251 partnership with the U of M students and the research that they provide to the City. <br />252 <br />253 Mr. Culver stated that the U of M program works with one City per year and said <br />254 that it would be good to discuss the future opportunities to work with them again. <br />255 <br />256 Chair Cihacek listed a few specific projects that the program assisted with and <br />257 stated that would be good to highlight those. He inquired of organics should be <br />258 discussed. <br />259 <br />260 Mr. Culver stated that organics has been discussed but wasn't sure if there was a <br />261 direct action that could be pointed out to the Council. <br />262 <br />263 Vice Chair Wozniak stated that there was some discussion about meeting with the <br />264 parks commission to discuss organics further. <br />Page 6 of 8 <br />
