Roll Call Ayes: Willmus, Laliberte, Etten, McGehee and Roe. Nays: None. 1. Consider an Ordinance Prohibiting the Trapping of Animals in Roseville City Manager Trudgeon briefly reviewed this request, recommending approval as detailed in the RCA dated July 9, 2018. Councilmember Etten asked about a prior situation of a homeowner removing raccoons from her property that were damaging her deck. City Manager Trudgeon responded that may fall under exception B. Mayor Roe offered an opportunity for public comment. Laura Seigler, 1857 Heron Ave, Ms. Seigler expressed support of the ordinance. She is concerned about domestic animals and injury to people because of these traps. Christine Coughlin, 2615 34th Ave S, Minneapolis Ms. Coughlin commented this ordinance is very well written and is quite balanced and allows for removal of nuisance animals. There is definitely a preference for non-lethal solutions. This is in alignment of the public, which broadly viewed trapping as non-humane. Pets are getting caught in traps by accident. Scott Slocum, White Bear Lake, Mr. Slocum indicated this is an excellent ordinance, as it would encourage people to look for better solutions.
