Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: August 28, 2018 Item No: 6 <br />Item Description: Tiered Water Rate Analysis <br />Background: <br />At three of the recent Commission meetings, staff and the Commission discussed water rates and <br />if the tiered structure should change in any way. The majority of the discussion has been whether <br />the top -tiered rate should increase or if the threshold (30,000 gallons per quarter) should change. <br />Attachment D contains the meeting minutes from previous Commission discussions on the topic. <br />The current rate structure for water billing is as follows: <br />2018 Residential Utility Rates <br />Water 55.80 2.25 2.50 2.70 <br />Sewer 37.55 2.25 2.25 2.25 <br />*per quarter standard service charge <br />**Summer consists of June, July, August <br />***Consumption fee is billed per thousand gallons <br />Staff worked with the Finance department to provide detailed information on residential water <br />consumption between 2013-2017. The data was broken out by winter use and summer use <br />showing the changes in use between seasons related to irrigation. This data is included in <br />Attachment A. Overall water usage in Roseville shown in attachment B which shows a <br />Some highlights from the data: <br />• Overall residential water usage in the summer increases about 64% over winter <br />consumption. <br />• In the winter, only 2.3% of residential accounts are over 30,000 gallons. <br />• In the summer, 11.0% of residential accounts are over 30,000 gallons. <br />Overall, water consumption per capita for single family residents is estimated to be 51 <br />GPD in the winter and 82 GPD in the summer. <br />
