86 It should be noted that the solar panels will have a 25 year warranty and that the life cycle of the <br />87 solar array is expected to be over 40 years. There are still systems which were installed in the <br />88 early 90's producing power. Today's panels are a much higher quality and more efficient and <br />89 therefore should produce more power for a longer period of time. <br />90 <br />91 IDEAL Energies will be on hand to present the proposals and answer questions from the Council. <br />92 Staff will work with IDEAL Energies to present the attached Cash Flow analysis for the <br />93 proposed systems in more detail. <br />94 POLICY OBJECTIVE <br />95 Policy 6.2 of the Roseville 2030 Comprehensive Plan indicates the City should reduce negative <br />96 human impacts on the environment through citywide energy conservation and reduction of <br />97 pollution and waste. <br />98 BUDGET IMPLICATIONS <br />99 The proposals that are being presented to Council are essentially a financing method in order to <br />too pay for several solar arrays. Depending on the specific program, the City will realize a small <br />tot annual benefit, i.e. positive cost savings compared to purchasing power directly from Xcel <br />102 Energy, during the Power Purchase Agreement (PPA) period. After the PPA period has expired <br />los or been terminated, the City will realize substantial savings in energy costs (as much as $10,000 <br />104 to $20,000 annually depending on the size of the system). This would allow the City to reallocate <br />105 those dollars in the operating budgets to other priorities or absorb cost increases in other areas of <br />106 the operating budget. <br />107 There should be no budget increases necessary to support the installation of the proposed solar <br />108 arrays. <br />109 STAFF RECOMMENDATION <br />110 Staff recommends Council consider installing a Solar Rewards Program System on each of the <br />111 three subject buildings: City Hall, Fire Station and Maintenance Facility. If the Council is <br />112 comfortable with the longer term of the PV Demand Credit program, staff would recommend <br />116 installing a system on the Maintenance Facility roof (in addition to the Solar Rewards system on <br />114 the same roof). <br />115 Given the additional insurance costs staff does not recommend installing a ground mounted solar <br />116 array. Therefore, all proposed solar arrays would be installed on a City building rooftop. <br />117 If the Council agrees with the staff recommendations, staff recommends Council direct staff to <br />118 bring forward the necessary agreements (draft agreements are attached) at a later Council <br />119 meeting, likely September 240i or October 80'. <br />120 REQUESTED COUNCIL ACTION <br />121 Receive a presentation from staff and IDEAL Energies reviewing several proposed solar array <br />122 installations for the City Campus and direct staff for future action. <br />Page 3 of 4 <br />
