He stated the City does get many phone <br />82 calls from people who live around the fair and the park and ride lots regarding <br />83 parking and other issues. The City has been constantly modifying and expanding <br />84 the no parking areas around the park and ride lots. He stated for the most part the <br />85 people who live around the fair are being accepting of the 12 -day interruption. <br />86 <br />87 Member Misra asked if the City has put up temporary no parking signs. <br />88 <br />89 Mr. Culver stated the City Street Maintenance Staff does that afew days before the <br />90 fair starts around the areas that are problematic or areas with safety issues or fire <br />91 access areas. He stated during the fair there are not any construction activities done <br />92 in the southern part by the City. He noted the fair is impactful, but the residents <br />93 and City have learned to deal with it. <br />94 <br />95 Member Misra asked if the impact is mainly parking and no other issues. <br />96 <br />97 Mr. Culver indicated that was correct. He stated the Police may have some <br />98 additional complaints at night regarding noise, but he did not think there was an <br />99 increase in crime. <br />100 <br />101 Mr. Culver reviewed the City Council items that the PWET would be interested in. <br />102 <br />103 5. Review of Community Solar Garden Subscription And On Campus Solar <br />104 Options V <br />105 Mr. Culver explained at their July meeting, the PWET Commission received a <br />106 presentation from iDeal Energies about their proposal for on campus solar <br />107 installations on various buildings on the Civic Campus. He reviewed what the City <br />108 Council approved as far as the Community Solar Garden. <br />109 <br />110 Acting Chair Wozniak asked if the bill credit and BPA rates fixed. <br />111 <br />112 Mr. Culver stated both have a fixed starting rate and escalator which is adjusted <br />113 yearly. <br />114 <br />115 Acting Chair Wozniak asked if there was a fear that BPA rate could fall below the <br />116 bill credit rate. <br />117 <br />118 Mr. Culver stated it should not and when the agreement is set up that is something <br />119 the City wants to make sure will not happen. He noted the City will be subscribers <br />120 to a Community Solar Garden sometime in 2019. The City is agreeing to support <br />121 solar energy and the City will get the energy credits. What the City wants to do <br />122 beyond solar gardens is to look at every possible way to actually produce solar <br />123 energy on campus. <br />124 <br />Page 3 of 11 <br />
