Regular City Council Meeting <br /> Monday, September 17,2018 <br /> Page 15 <br /> Mayor Roe reviewed public comment protocol. He noted the Council received a <br /> number of emails before the meeting from residents regarding this item. <br /> Public Comment <br /> Ms. Connie Wilmes,396 Brooks <br /> Ms. Wilmes stated her concern is with the cars that are stored, unused or never <br /> used, in her neighborhood. She thought there had to be a way to limit and regu- <br /> late this. Over the years when she has worked with Roseville Code Enforcement <br /> regarding this, she had learned there is nothing in the books to enforce stored, un- <br /> used vehicles in the City. She noted many of the people who store vehicles in the <br /> City know the requirements and make sure the vehicles are licensed and in work- <br /> ing order. She thought the City could do surprise visits to the residences with <br /> stored cars and make sure the car starts. In her neighborhood, most of the stored <br /> vehicles would not be operable. This is a negative in their neighborhood, both for <br /> property value, for quality of daily life and she hoped a code would help change <br /> this. The people next to her had to reduce their price by$25,000 in order to sell it <br /> due to all of the cars parked in the neighborhood. <br /> Ms. Wilmes has asked the City Council to drive by to see the situation first hand. <br /> She understood there is some concern with residents who have many drivers and <br /> she wanted to make it clear in her neighborhood that is not the concern the neigh- <br /> bors have. She stated this is an eyesore and a negative in the community. Her re- <br /> quest is for the City to pursue this and eliminate stored cars in their neighbor- <br /> hoods. <br /> Mr.Jim Bull,3061 Woodbridge Street <br /> Mr. Bull stated his household has six vehicles that are all operated regularly, li- <br /> censed, and fit within the driveway and garage. To be told a resident cannot have <br /> those six cars in their driveway would be wrong. The cars all have a purpose and <br /> are all used and licensed by the State. Some other problems he sees with this is if <br /> there are visitors that come over for a day or week with their vehicle parked in the <br /> driveway. As the Council looks at segments of their culture that have extended <br /> families or multi-generational, he thought a policy limiting this could get into the <br /> aspect of discrimination. He was in favor of regulating vehicles that do not work <br /> or are an eyesore but where people have operating cars that are regularly used, li- <br /> censed vehicles or even classic cars being stored on the property. <br /> Mayor Roe asked if the classic car is being stored in the driveway or the garage <br /> when not being used for part of the year. Mr. Bull stated it is usually stored in the <br /> driveway. <br /> Mr.Dale Howey, 991 Parker Avenue <br /> Mr. Howey stated he did not have an opinion until he came to the meeting.
