Regular City Council Meeting <br /> Monday, September 17, 2018 <br /> Page 18 <br /> Community Development Director Kari Collins stated from an administrative <br /> standpoint, the consumer nature of vehicles if a resident registers their collector <br /> vehicle with the City and the next year the resident sells it, it becomes a little bit <br /> of an administrative nightmare trying to chase down those vehicles. She stated <br /> there seems to be a shift towards families choosing to rent over owning and she <br /> would encourage whatever regulations the City chooses, that the threshold be the <br /> same for both owner-occupied and rental properties. <br /> Councilmember Willmus stated with regard to someone restoring their classic car, <br /> he did not know that is where the problem is. He thought the City had a pretty <br /> good indication of where the issues are in the City. He thought the solution is <br /> broader than what is being shown and that it was multi-faceted. The City is going <br /> to have to look at off street parking and perhaps at a City-wide number. He <br /> would have an issue of becoming so restrictive that the City is not allowing indi- <br /> viduals to have licensed vehicles that do only use them seasonally. He thought <br /> what the City needs to define is what is considered stored. <br /> Councilmember McGehee stated when the City talks about health, safety, and <br /> welfare, it is a welfare issue if the price of a resident's house is forced down by a <br /> neighboring property. She thought this is not something that should be set aside <br /> because it is a difficult problem to solve. <br /> Mayor Roe asked if this item is something the Council wants to defer to the peo- <br /> ple in the community, some sort of task force to help bring forward a policy to en- <br /> force. <br /> Councilmember Etten thought staff should be given an opportunity to put together <br /> a policy. He thought the Council came to the conclusion of researching a policy <br /> regarding vehicles that are stored on properties indefinitely. He thought that nar- <br /> rowed the scope on what staff needed to address. <br /> Councilmember Laliberte agreed. She stated if there is enforcement to be done, it <br /> be done by the City's current team and not done by the City Police Department. <br /> Mayor Roe asked if the City wanted to look at something in terms of limiting the <br /> location where vehicles in general are allowed to be stored in a driveway. <br /> Mr. Englund stated that is currently in code. Vehicles are currently prohibited <br /> from being parked in the right-of-way. He asked if the vehicle is moveable and <br /> the resident agrees to move the vehicle when the City needs to access the right-of- <br /> way, is that a concern for the City Council. <br />
