Regular City Council Meeting <br /> Monday, September 24, 2018 <br /> Page 16 <br /> Councilmember Laliberte stated she believes the three-year plan that was recom- <br /> mended is fiscally responsible and is the plan she is most comfortable with. <br /> Councilmember Willmus stated his comfort level lies with the two-year plan and <br /> the three-year plan and he thought if there is commitment, the Council will take a <br /> serious look and see where they are at in December. He thought the City needs to <br /> be aware of what homeowners are experiencing out there and if there is an oppor- <br /> tunity to offset or alleviate some of that burden, he wants to take a look at that. <br /> He will be okay with the motion as long as the City is continuing to delve into <br /> these as year-end approaches. Going forward, something he would like to see <br /> next budget season, in terms of the calendar, is for staff to coincide discussion <br /> with regard to fees a little closer in relation to this preliminary stage of the budget <br /> and levy rather than waiting until the first week in November. <br /> Mayor Roe thought there were some conversations about how to move things like <br /> the CIP and other things early in the process and the City does have the challenge <br /> of how much can happen at the same time. He was also in support of the motion <br /> and even with this adjustment, the tax rate in 2019 will be going down to about <br /> 37 percent which is a decrease in the tax rate from 2018 and a decrease in tax dol- <br /> lars collected per dollar value of property. He thought this was good progress and <br /> tells the community that the Council and staff are being careful about how the <br /> City is taxing and levying and that property owners are reaping benefits of tax <br /> base growth because the tax base is growing at a rate greater than the City is <br /> spending and levying money. <br /> Councilmember Laliberte indicated she would support the motion at this time be- <br /> cause we are at the not to exceed. She thought everyone in the community felt a <br /> punch in the gut and to even talk about the tax rates improving is fine unless you <br /> are the person that does not have an increased income, you are still trying to live <br /> in Roseville, and pay the overall taxes that all of the taxing authorities are putting <br /> on the residents. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> Mayor Roe stated the Council will be revisiting this not to exceed amount at the <br /> December 3rd meeting. <br /> McGehee moved, Etten seconded, adoption of Resolution No. 11535 (Attachment <br /> B) entitled, "Resolution Directing the County Auditor to Adjust the Approved <br /> Tax Levy for 2019 Bonded Debt." <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br />
