It is not ongoing projects and excludes those. <br /> Mayor Roe indicated that was correct. <br /> Etten moved, McGehee seconded, adoption of Resolution No. 11537 (Attachment <br /> A) entitled, "Resolution Amending the Operating Fund Reserve Policy for the <br /> City of Roseville." Modifying Appendix A to adjust the Communications Fund <br /> with a new floor of twenty percent and the orignal cap of thirty percent and for <br /> the EDA adding in"Annual Operating Budget" as discussed. <br /> Roll Call <br /> Ayes: Wilimus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> h. Adopt the Preliminary 2019 EDA Tax Levy <br /> Finance Director Chris Miller briefly highlighted this item as detailed in the RCA <br /> and related attachments dated September 24, 2018. <br /> McGehee moved, Etten seconded, adoption of Resolution No. 11538 (Attachment <br /> A) entitled, "A Resolution Approving a Special Property Tax Levy, for the Bene- <br /> fit of the Roseville Economic Development Authority, on Real Estate to the Ram- <br /> sey County Auditor for the Fiscal Year of 2019." <br /> Council Discussion <br /> Councilmember Etten stated the budget levy looks at these other pieces that <br /> Councilmember Wilimus was speaking of and it may not be the vision he fully <br /> wants but it may be responsible at this time. <br /> Mayor Roe stated the staff originally proposed a higher levy. The decision of the <br /> EDA Board and the Council was to not levy for $200,000, which was a one-time <br /> influx of cash into a proposed Economic Development Incentive Fund.
