Public Comment Invited <br />3. Approval of Minutes of the October 2, 2018 Meeting <br />Enclosed is a copy of the minutes of October 2, 2018. Please be prepared to <br />approve/amend. <br />Requested Commission Action: Approve/amend meeting minutes of October 2, <br />2018 <br /> <br />4. Guidant John Rose Minnesota OVAL Condition Assessment Review <br />The Guidant John Rose Minnesota OVAL (Minnesota OVAL) opened in December <br />of 1993 (25 years ago this year). <br /> <br />The initial construction of the Minnesota OVAL was funded jointly by the State of <br />Minnesota and the City of Roseville. It is officially owned and operated by the City of <br />Roseville. <br /> <br />Because of the metropolitan, regional, state and beyond significance of the <br />Minnesota OVAL, the city has received assistance from the State of Minnesota on a <br />number of occasions to include funding for expansion of the facilities to general <br />Capital Improvement needs. <br /> <br />The city has been responsible for the operating costs but has relied on the State of <br />Minnesota to help with the Capital Costs. <br /> <br />Given the age of the facility, significant Capital Improvements are necessary in the <br />next few years. <br /> <br />The city has a General Facilities Capital Improvement Plan (CIP) outlining the <br />Roseville Skating Center’s (RSC) needs and more specifically the Guidant John <br />Rose Minnesota OVAL. <br /> <br />In December of 2017, the City Council identified city legislative priorities with one of <br />those being to seek funding through the State of Minnesota Capital Bonding Bill for <br />Capital Improvements to the Minnesota OVAL. <br /> <br />In preparation for the 2020 Legislative Session, the city engaged Stantec Inc. to <br />perform a Condition Assessment Report. This is in an effort to more specifically <br />identify upcoming capital needs and cost estimates. <br /> <br />2 <br /> <br />
