City of Roseville <br /> ORDINANCE NO. 1566 <br /> AN ORDINANCE AMENDING§1001.10 (DEFINITIONS) §1009.02.D (CONDITIONAL USE— <br /> SPECIFIC CRITERIA) AND TABLE 1006-1 OF THE ROSEVILLE CITY CODE <br /> The City Council of the City of Roseville does ordain: <br /> SECTION 1. §1001.10 Definitions is hereby amended as follows: <br /> Microbrewery: A facility that produces for sale no more than 3,500 barrels annually of cider, <br /> mead, beer or other beverages made from malt by fermentation and containing not less than one- <br /> half of one percent alcohol by volume. A microbrewery may include a taproom. <br /> Brewery: A facility that produces for sale more than 3,500 barrels annually of cider, mead, beer <br /> or other beverages made from malt by fermentation and containing not less than one-half of one <br /> percent alcohol by volume. A brewery may include a taproom. <br /> Distillery: A facility that produces for sale Ethyl Alcohol, hydrated oxide of ethyl, spirits of wine, <br /> rum, brandy, gin, or other distilled spirits, including all dilutions and mixtures thereof, for non- <br /> industrial use. A distillery may include a cocktail room. <br /> Brewpub: A restaurant that brews cider, mead, beer or other beverages made from malt by <br /> fermentation on the same premises and that also holds one or more retail on-sale licenses and that <br /> manufactures fewer than 3,500 barrels of malt liquor in a year, at any one licensed premises, the <br /> entire production of which is solely for consumption on tap on any licensed premises owned by the <br /> brewer, or for off-sale from those licensed premises as permitted in section 340A.24, subdivision 2. <br /> Taproom: An area for the on-sale consumption of cider, mead, beer or other beverages made from <br /> malt by fermentation produced for consumption on the premises of a brewery. A taproom may <br /> also include sale for off-premises consumption of cider, mead, beer or other beverages made from <br /> malt by fermentation produced at the brewery location and owned by the brewery for off- <br /> premises consumption, packaged subject to Minnesota Statute 340A.301, subdivision 7(b), or its <br /> successor. <br /> Cocktail Room: An area for the on-sale consumption of distilled spirits produced on the premises <br /> of one distillery and in common ownership to the producer of the distilled spirits. <br /> SECTION 2. §1009.02.D. 30 (Conditional Use— Specific Criteria) is hereby amended to include <br /> Taproom and the following requirements: <br /> Where appropriate and applicable, an outdoor patio shall be permitted in a location which is the <br /> furthest away from any adjacent residential zone or use. In no instance shall an outdoor patio be <br /> located closer than 25 feet from a residentially zoned or used property. <br /> Site screening (including outdoor patio areas), shall be required for all new or changes in use <br /> buildings/sites. Screening requirement shall be satisfied through the use of berms, solid board-on- <br /> board fences,walls, planting screens, evergreen trees, hedges, or some combination thereof. Any <br /> screen wall shall be constructed of permanent finished materials approved by the Community <br /> Development Department. Such screens shall be 100% opaque and at least 6 feet in height. <br /> Hours of operation of an outdoor patio that lies adjacent to a residentially zoned or used property <br /> shall be limited to no later than 9 pm weekdays and 10 pm weekends. <br /> SECTION 3. Table 1005-1 is hereby amended as follows: <br />
