1 Human Rights, Inclusion and Engagement Commission <br />2 Meeting Minutes <br />3 DRAFT – October 17, 2018 - DRAFT <br />4 <br />5 <br />6 Commissioners Present:Cat Beltmann, Monica Bolinger, Etienne Djevi, Michelle Manke, <br />7 and Lauren Peterson <br />8 <br />9 Youth Commissioners: Acer Iversonand Elizabeth Hansel <br />10 <br />11 Commissioners Absent:Jill Eck (excused), Ahmed Hassan (excused), James Reyerson <br />12 (excused) <br />13 <br />14 Staff Present: Rebecca Olson, Assistant City Manager <br />15 <br />16 Call to Order/Roll Call <br />17 <br />18 The Human Rights, Inclusion, and Engagement Commission (HRIEC) meeting was called to <br />19 order at 6:35 p.m. <br />20 <br />21 Approve Agenda <br />22 Chair Beltmann asked to move the discussion of the Foundational Meeting to the November <br />23 meeting. She thought it would be beneficial for the new Commissioners to be at the meeting for <br />24 this item. <br />25 <br />26 Chair Beltmann moved and Commissioner Manke seconded a motion to move the Foundational <br />27 Meeting to November. Motion passed unanimously. <br />28 <br />29 CommissionerDjevi moved and Commissioner Petersonseconded a motion to approve the <br />30 Agenda as amended. Motion passed unanimously. <br />31 <br />32 Public Comment on Items Not on Agenda <br />33 Ms. Kathy Ramaundt, 1161 Lori Road <br />34 Ms. Ramaundt stated she has been a resident of Roseville for ten years and a founder of Do <br />35 Good Roseville. She stated she have a regular pattern of coming before either the City Council <br />36 or HRIEC every year. She noted her request is always the same every year and she hoped <br />37 someone would listen, understand, and take some concrete action. She stated she sent a letter in <br />38 regard to what she considered an Open Meeting Law violation with the Mayor and two <br />39 Councilmembers. She noted she was not at the meeting to discuss this or ask the Commission to <br />40 act on it. She stated she brought this up to illustrate her point that the City needs a formal <br />41 complaint process. She stated her intent was to find a way to help residents make their concerns <br />42 known, to feel like theresident has been heard and understood, and to prevent escalation. <br />43 <br />44 Ms. Ramaundt reviewed the Open Meeting Law violation incident with the Commission. She <br />45 noted she also contacted the City Council for an explanation without any contact from them, that <br />46 is when she sent out a letter to all of the Commissioners asking that the Commissioners consider <br /> <br />
