Human Rights, Inclusion and Engagement Commission Minutes <br />October 17, 2018 – Draft Minutes <br />Page 7of 13 <br />269 Chair Beltmann stated the following amendments would be made to the <br />270 proclamation: <br />271 <br />272 Changing the title to Mental Health Awareness Month <br />273 Updating in the Therefore it be Resolved: to change the date to the month of <br />274 May and changing it to Mental Health Awareness Month. <br />275 Removing the last paragraph that talks about the Stigma Free pledge. <br />276 <br />277 The Commission agreed to the changes. <br />278 <br />279 Senior Citizens Month–Commissioner Mankestated this was originally called <br />280 Senior Citizens Month from President Kennedy and President Obama changed it to <br />281 Older Americans Month as opposed to Senior Citizens Month. She noted this is <br />282 pretty much the same other than the term. She stated as someone who is reaching the <br />283 age, she felt offended by being called “older” because everyone’s idea of older is <br />284 different. She felt Senior has already been identified and defined. The first line of <br />285 the proclamation states “Residents ages sixty years and older” which follows suit with <br />286 the Senior Citizen pricing. She stated everything stayed the same except for the <br />287 addition of the fifth Whereas and switching out the words “older” with “senior”. <br />288 <br />289 Commissioner Peterson asked if Commissioner Manke reached out to any senior <br />290 groups to get any feedback on that. <br />291 <br />292 Commissioner Manke stated she talked to a lot of senior citizens and did not like <br />293 being called older. She thought most of the seniors she talked to felt slighted by the <br />294 term. <br />295 <br />296 Commissioner Bolinger stated in the paragraph of Now Therefore Be it Resolved it <br />297 says,“Elders Month”. She stated she was involved in a survey in a senior complex <br />298 and it seems for that industry the term elder is being used instead of senior. <br />299 <br />300 Commissioner Manke stated that was what she was initially going to move it towards, <br />301 but that language got really odd to carry through the proclamation. She thought it can <br />302 always be changed when the terminology becomes more familiar. <br />303 <br />304 Chair Beltmann asked if there was a standard on what other States use. She stated <br />305 she would be concerned if everyone else has transitioned to Older American’s Month <br />306 and Roseville is the only one to recognize Senior Citizen Month, would that put the <br />307 City out of step. <br />308 <br />309 Commissioner Manke stated she did not know.
