Roseville Public Works, Environment and
Transportation Commission
Agenda Item
Date: October 23, 2018
Item Description: Complete Streets Policy
Background:
Item No: 6
One of the Best Practices to help achieve the neat step for the Green Steps Cities program is to
adopt a complete streets policy. This policy is intended to help guide new construction and
reconstruction of City streets to make them more usable to all modes of transportation including
walking and biking.
A complete streets policy was reviewed and was recommended for approval by the PWETC in
2012 (Attachment A). It appears this policy was never brought to the Council for consideration.
As part of the cities review of Green Steps policies this summer an alternate complete streets
policy was drafted (Attachment B). Additionally two other complete streets policies of similar
cities (Bloomington — Attachment C and Falcon Heights — Attachment D) are included. The
2012 version reviewed by the PWETC was based partially on these two cities' policies at the
time.
Recommended Action:
Review the alternate versions of the complete streets policies and provide feedback and
recommendations on adopting a version of a complete streets policy.
Attachments:
A. 2012 PWETC Adopted Complete Streets Policy
B.
