Regular City Council Meeting <br /> Monday, October 15,2018 <br /> Page 19 <br /> care of the grass and as long as the area is fenced in, the animals can run free. <br /> There are groups in the Twin Cities that provide that type of service. <br /> Mayor Roe thought there was a question to ground mount installation that is rela- <br /> tively small in scale that is next to a neighbor. With a ground mount system that <br /> is a substantial solar garden on a larger non-single-family property, there might be <br /> different levels of standards the City has for those as well. The City does not <br /> want to place too much of a burden on ground mount system installation either. <br /> Councilmember McGehee felt some of the places that have a lot of land could put <br /> a large community solar garden. She thought solar gardens can look nice if suc- <br /> cessfully screened in an attractive way and maintained underneath. <br /> Mayor Roe thought it would be interesting to know what some of the industry <br /> standards are for solar garden installations. He thought this might be another item <br /> to bring back as a full Council discussion in the first half of 2019. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> 8. Approve Minutes <br /> 9. Approve Consent Agenda <br /> 10. Council& City Manager Communications,Reports, and Announcements <br /> City Manager Patrick Trudgeon reviewed future meeting agenda items with the City <br /> Council. <br /> Mayor Roe suggested the Armory Site be one of the earlier items on the agenda because <br /> he thought there would be public comment. <br /> Councilmember Willmus stated with regard to snow event parking regulations, piggy <br /> backing on the conversation the Council had earlier in the fall about cars and junk cars, a <br /> number of those folks wanted to be notified of the discussion. He asked if the City could <br /> reach out to those residents. <br /> 11. Councilmember-Initiated Items for Future Meetings <br /> Councilmember Laliberte stated there will be neighborhood meetings in the areas of Lex- <br /> ington, Larpenteur, and HarMar. She has not seen or heard anything and November 5th <br /> will be here soon. She wondered if there would be time to notice and mail information. <br /> Mr. Trudgeon thought the invites had gone out already,but he would double check. <br /> Councilmember Laliberte stated she was working with the Ramsey County League of <br /> Local Governments which is doing a strategic planning process to update their vision, <br />
