Regular City Council Meeting <br /> Monday, October 22,2018 <br /> Page 13 <br /> Mayor Roe stated this could also relate to some of the State Fair parking issues as <br /> well. <br /> Mayor Roe offered an opportunity for public comment. <br /> Public Comment <br /> Mr. Tim Callaghan, <br /> Mr. Callahan admitted he usually reads all of the notifications that come out by <br /> the City and he totally missed the one about the snow plowing. He stated he has <br /> found the City regulation to be far superior to what Minneapolis does in their <br /> emergency system. He stated he liked that Roseville plows right away. He stated <br /> he has run into one problem, when does the City consider the snowfall to be two <br /> inches. He thought it would be nice if there was some way to convey the snowfall <br /> is two inches. In the options the Council is considering, one option would be no <br /> parking on all collector streets over the winter. Those are the streets that have to <br /> be plowed. He stated he did not have any sympathy for the students at North- <br /> western because the students live in the dorms and are not transient, the students <br /> are the ones who park in the street after a four-inch snowfall. <br /> Councilmember Willmus noted he was not sympathetic for them either but was <br /> concerned about where their vehicles would go if there was no parking on the <br /> streets by the college. <br /> Mr. Callaghan stated he would rather have those vehicles in a neighborhood than <br /> a collector street. He noted Lydia is already narrowed by installing a bicycle lane. <br /> When those cars do not move or get plowed, the street gets more narrow and it is <br /> hard to get through in the winter. The collector streets need to be totally plowed <br /> the way the City needs them to be in order to provide safe passage. He stated <br /> Northwestern does a terrible job of communicating the City rules to their students. <br /> Northwestern has promised there is sufficient parking for all of their students, so <br /> he did not know why the students are parking in the street in front. <br /> Mayor Roe closed the public comment with no one else coming forward. <br /> Council Discussion <br /> Mayor Roe stated the recommendation from staff was to not necessarily make any <br /> changes to the system for this season but rather to enhance communications over <br /> this season, try to some things to see what works well, and use that to discuss over <br /> the course of the next summer to put something in place for the 2019-2020 snow <br /> season. <br /> Mr. Culver indicated that was correct. <br />
