Regular City Council Meeting <br /> Monday, October 22, 2018 <br /> Page 4 <br /> Councilmember Willmus asked if the Comprehensive Plan Amendment is ap- <br /> proved and comes back for zoning, would the Council have a plat before them to <br /> review at that point. <br /> Mr. Paschke believed there would be a survey that further articulates exactly <br /> those two parcels. He thought the subdivision plat would come after the rezoning. <br /> Councilmember Laliberte asked if this item were to be approved tonight, what <br /> would be the timing of this going to the Met Council and back to the City Coun- <br /> cil. <br /> Mr. Paschke thought the process would be a number of weeks for staff to get the <br /> information completed to submit to the Met Council. He noted an application <br /> would need to be completed and submitted to the Met Council for them to consid- <br /> er and the Met Council would have up to sixty days to review the proposal. He <br /> stated it depends on the Met Council how long the process might take at this <br /> point. <br /> Councilmember Laliberte was not sure if the City ever received clarity from the <br /> Met Council as to when the Met Council would stop allowing zoning amendment <br /> changes because of the comprehensive planning process. <br /> Mr. Paschke believed that is supposed to be in December. That would be new <br /> applications and not necessarily ones that are currently in process. <br /> Ms. Collins stated the City has until December 31St to submit the Comprehensive <br /> Plan. The moratorium starts once the City submits the plan to the Met Council for <br /> review, which could last up to six months. <br /> Councilmember McGehee asked what would happen if the City decided to do this <br /> and changed this in the Comprehensive Plan before it was submitted to the Met <br /> Council in December. <br /> Mr. Trudgeon believed this is a separate amendment that would go through its <br /> own course. <br /> Councilmember McGehee thought since the City has not officially submitted the <br /> Comprehensive Plan to the Met Council, would it be possible to change it in the <br /> plan before final submittal. <br /> Mayor Roe stated for clarification, if the Council approved this item as a second <br /> step, could the Council make an amendment to the draft Comprehensive Plan that <br /> would be submitted in December to reflect this. <br />
