Comments and corrections to draft minutes had been submitted by PWETC
commissioners prior to tonight's meeting and those revisions incorporated into the
draft presented in meeting materials.
Chair Cihacek noted some changes to the minutes were given to Mr. Culver and
Mr. Freihammer and will be amended in the record.
Motion
Member Trainor moved, Member Kors seconded, approval of the October 23,
2018 meeting minutes as amended.
Ayes: 5
Nays: 0
Motion carried.
4. Communication Items
City Engineer Jesse Freihammer provided a brief review and update on projects
and maintenance activities listed in the staff report dated November 27, 2018.
Member Kors stated on his way to work everyday he drives by the High School and
sees the progress. He wanted to voice his disappointment in the County in that the
County has the opportunity to channelize that stretch between Hamlin and
Lexington where the school is, and he did not see that happening now with the huge
retaining walls going in on the southwest corner.
Mr. Culver stated the County has plans to slightly widen the intersection at
Lexington and County Road B2 in order to provide left turn lanes on B2. He
thought the County made application for HSIP (Highway Safety Improvement
Fund) funds for that intersection and he thought the County felt there was a pretty
good chance of getting that. The County theoretically worked with the School
District on the location of the retaining walls to support that geometric
improvement.
Mr. Freihammer thought the County felt there was twenty feet of buffer where the
existing retaining wall is and where the right of way is located so he thought the
County felt there was more than enough room.
Mr. Culver stated the City has a substantial MnDOT project coming up Summer
2019 on the 35 W/MNPass lane. Information, once available will be posted on the
City website so people are aware of the impacts.
5. Complete Streets Policy
City Engineer Jesse Freihammer stated a Complete Streets Policy was presented to
the Commission at the October 23 meeting. Based on the Commission's comments,
language regarding environmental corridors and wildlife movement as well as
Page 4 of 10
