Mr. Culver stated the City has always designed the streets for all users, in his <br />opinion, but he thought this formalizes staff's thought process to ensure nothing is <br />being missed. <br />Member Kors stated he did take a class in Complete Streets and one of the aspects <br />he sees in this that was discussed in workshop was the direction in terms of what <br />the final goal is. He did not see a direction with this, it is just the facts. He <br />wondered if there was a goal. He did not see anything in the checklist for speed. <br />He wondered if some boxes could also be put in the desirable list. He stated he was <br />trying to think out of the box. <br />Mr. Culver thought there might be a supplementary document with a survey or <br />checklist for the users to fill out and let the City know what the objectives are for <br />the project from the user's side. He thought there could be an open box for public <br />objectives or stakeholder objectives or goals. <br />Chair Cihacek thought the set of goals would be defined through the authorization <br />of the project so he thought when the project is started there will also be a reason <br />why it is being done in order to request the funding or other things. He did not <br />think a goal needed to be defined because it will be defined elsewhere through some <br />other process. He did think it might be nice to tie it all together somewhere into the <br />document sets. He thought that would be important. He noted many of the goals <br />are defined through other policies. The City already has a set of goals from a policy <br />perspective that will need to be achieved through this process. <br />Member Kors asked if there was anything in this plan that would recognize aunique <br />feature for Roseville, more goal orientated. <br />Mr. Freihammer thought that would be included in the checklist and will account <br />for unique elements. <br />Chair Cihacek stated the checklist is not the design document. This is the initial <br />characteristic of the project the City is going to be doing and part of the planning <br />process, not a part of the design process. <br />Mr. Culver stated he saw the complete streets policy helps with design. He <br />reviewed with the Commission the process staff goes through for a project. He <br />stated he thought this existing quarter characteristic is the technical first look at <br />identifying some of the key features and deficiencies that are in the corridor and <br />presenting to the public. <br />Chair Cihacek thought the documents defined the flow. He stated he did not have <br />any concerns, and this was a good starting place. <br />Member Kruse asked if Ramsey County had a policy. <br />Page 6 of 10 <br />
