Attachment B <br />From: Leif Garnass, PE, PTOE, Senior Associate <br />Ben Brasser, Engineer <br />Date: October 24, 2018 <br />Subject: Snelling Avenue Alternative Review <br />Third Lane Analysis <br />Introduction <br />Technical Memorandum <br />SRFNo. 11130 <br />The Snelling Avenue Alternative Review project may include recommendations for a third <br />northbound lane on Snelling Avenue, terminating north of Lydia Avenue. The purpose of this <br />memorandum is to provide a summary of analyses conducted regarding the potential traffic and <br />capacity impacts of this third lane. <br />Assumptions and Parameters <br />The feasibility of the third northbound lane on Snelling Avenue is assumed to be dependent on the <br />capacity of the lane drop from three lanes to two lanes, which is expected to be located <br />approximately 1,000 feet north of Lydia Avenue. The capacity of this lane drop was evaluated using <br />multiple strategies, including Highway Capacity Manual (HCM) methodology within Highway <br />Capacity Software (HCS), SitnTraffic microsimulation, and a by -hand capacity approximation <br />calculation. <br />Traffic volumes used in the analysis were based on analysis conducted in 2015 for the signal re - <br />timing project for the Snelling Avenue corridor. No adjustments were made to these traffic volumes <br />to account for diversion to or from Snelling Avenue resulting from future construction of the I -35W <br />MnPASS project. <br />Analysis Results <br />The segment of northbound Snelling Avenue between Lydia Avenue and the potential lane drop <br />location was approximated in HCS using two methods: as a freeway on-ramp merge segment and as <br />a freeway weaving segment.
