Regular City Council Meeting <br /> Monday,January 28,2019 <br /> Page 9 <br /> Councilmember Etten thanked Chief Mathwig for the explanation because the res- <br /> idents could be looking at this and thinking Roseville is a terrible place to live. <br /> He noted there are nuances on both sides of this. <br /> Deputy Chief Scheider continued with the presentation and reviewed the Com- <br /> plexity of Calls and Investigations with the Council. <br /> Councilmember Groff assumed the reason this is done is to prepare a more solid <br /> case that is less likely challenged and thrown out of the courts. However, it does <br /> not reflect in the number of cases that are solved, which is a concern to him. He <br /> asked for clarity on why that would not correlate. <br /> Chief Mathwig explained that legal counsel could better answer that question. <br /> City Attorney Mark Gaughan stated in general terms, much of the reason for the <br /> increasing complexity of investigations is putting the case through successful <br /> prosecution is becoming more complex. He explained that disposition of all cases <br /> has become more difficult over the last ten to twenty years just by virtue of how <br /> the court system operates and has been interpreted. That does play a role here in <br /> terms of case clearance because it is harder for cases to be investigated to comple- <br /> tion but even those cases that do not get investigated to completion are more diffi- <br /> cult in and of themselves while those cases are being investigated. He indicated <br /> that often times it is a catch 22 in terms of what the police departments are being <br /> tasked with. <br /> Chief Mathwig reviewed the police overtime with increasing population and de- <br /> velopment. <br /> Councilmember Willmus stated it was noted in the report that Walmart does em- <br /> ploy off duty officers and he wondered if Rosedale and AMC did this as well. <br /> Chief Mathwig stated Walmart has the most consistency over the last five years. <br /> Rosedale will have officers on hand sporadically based on the time of year and <br /> AMC has officers there routinely every week, a couple days a week. The hotels <br /> do not hire off duty officers. <br /> Councilmember Willmus stated with respect to the HarMar area and Target, he <br /> would be interested to see what there is for data from that retail area as well. <br /> Chief Mathwig showed the Council the reactive calls from County Road B and <br /> Snelling from 2017-2018. He indicated the reactive calls for service increased <br /> from 2017 to 2018. <br />
