Roseville Public Works, Environment and
Transportation Commission
Agenda Item
Date: February 26, 2019 Item No: 5
Item Description: Environmentally Preferable Purchasing Policy
Background:
The City of Roseville is currently a Step 2 Green Step City, which is a program administered by
the Minnesota Pollution Control Agency. The City has a goal of ultimately reaching Step 5.
In order to achieve the next step, the City needs to adopt a Complete Streets Policy (previously
discussed in Communication Items) and a Sustainable Purchasing Policy for the City. Staff has
worked internally with the various departments to draft the attached Environmentally Preferable
Purchasing Policy.
The Policy encourages departments to consider and use recyclable materials, consider shipping
packaging materials, and use environmentally friendly and certified cleaning products. There is a
budget impact cap (10%), and City Manager approval is required for any purchase that exceeds
$1000 additional cost to meet the policy.
Recommended Action:
Review the Purchasing Policy and provide a formal recommendation to the City Council for their
consideration.
Attachments:
A.
