Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: February 26, 2019 <br />Item Description: Commercial Rate Analysis <br />Item No: 6 <br />Background: <br />At the last Public Works, Environment and Transportation Commission meeting staff included <br />some charts of commercial water use within the City of Roseville for the last few years. This <br />data is included in Attachment A. The data shows that on average over the last four years usage <br />is up 69% during the summer months compared to winter months. This is very similar to <br />residential usage over the same period which was 64%. <br />The current rate structure for Roseville and various other cities is included in Attachment B. For <br />Roseville, all commercial users are charged the same cost per 1,000 gallons regardless of use. <br />The only difference is in the summer the charge is slightly higher. In general, most cities charge <br />a slightly higher cost for commercial accounts compared to residential accounts. <br />Due to the way the City's billing software is setup currently, there is no way to determine easily <br />how many commercial meters are used just for irrigation. With plan software upgrades later this <br />summer we hope to reorganize the meters to differentiate uses. <br />Commercial water usage varies more for a variety of reasons. Similar to residential uses, many <br />businesses irrigate which is likely a major factor for higher use in the summer. Unlike residential <br />properties, water use also varies based on customer traffic at businesses or production at <br />manufacturing. This can vary depending on time of year and the type of commercial use. <br />Staff will present the information included in the packet and provide additional analysis at the <br />meeting. <br />Recommended Action: <br />Receive presentation and provide recommendation to keep or change the current rate structure. <br />Attachments: <br />A.
